Waterproofing Scope and Risk

In a wet room the tanking membrane is the product. It goes under the tiling, across the whole floor, up the walls to a defined height, and it must be continuous through every junction, penetration and corner.
That is a workmanship-dependent detail rather than a manufactured one, which is where the risk lives. A wet room fails at pipe penetrations, at the floor-to-wall junction, and at the drain flange, and every one of those failures is discovered only when water appears on a ceiling below. Repair means removing the finishes.
A shower enclosure with a tray moves most of that risk into a manufactured component. The tray is factory-made and tested; the site work is the seal around its edge. That is a much smaller surface for something to go wrong on, and it is why enclosures dominate volume residential work.

Drainage and Floor Falls

A wet room needs the floor to move water to the drain from wherever it lands, which means falls across a much larger area than an enclosure requires. Getting that right in a small bathroom, with a door threshold and fixed sanitaryware, is the part that most often disappoints.
Linear drains have become the common answer because a single fall in one direction is much easier to build and to tile than a four-way fall to a central point. A linear drain at the wall or across the shower entry lets the floor fall as a plane rather than a shallow pyramid.
Drain capacity also matters more in a wet room than in an enclosure, because there is no tray upstand to buy time if the outlet is slow. Confirm the flow rate against the shower outlets specified, particularly where a rain head and a hand shower can run together.

Level Access and Accessibility

This is the strongest argument for a wet room and the reason accessible bathrooms are usually built as one.
With no tray and no upstand, the shower floor is continuous with the room floor. There is nothing to step over, a wheelchair can enter, and a shower seat and grab rails can be positioned freely because there is no tray footprint constraining them.
Where accessibility is a project requirement, check the applicable standard for the specific dimensions required, including clear floor space, seat height and rail positions. Those requirements often determine the room layout, and they are much easier to satisfy with a wet room than by working around a tray.

Note that these are not strictly opposed. A wet room with a fixed glass screen is extremely common and gets most of the benefit of both: level access and open appearance, with a screen keeping spray off the rest of the room. Where the room is short, adding a return panel to the screen usually solves the remaining spray problem.
